In other words, we have some amount of "Free Will"—the amount you have being determined by the [[Stages|Level]] and [[Dimensions|State]] your Self is identified with. The lower of both, the less in charge the [[4D Souls|4D Soul]] is, the more in charge the [[3D Bodies|3D Body]] is, which often leads to blind reaction instead of intentional action.
